NDIS: Key Information and WA NDIS Update

By 2019, the NDIS will have changed the way over 460,000 Australians under the age of 65 living with permanent and significant disability are able to access individualised support, while enabling individuals the flexibility to manage the supports that assist them to achieve their goals toward leading an enriched life.

What is the NDIS?

The National Disability Insurance Scheme (NDIS), managed by the National Disability Insurance Agency (NDIA), is among Australia’s most significant social inclusion and health policy improvements in our country’s history – an equitable and world-class social insurance scheme, acknowledging each individual’s different needs and goals, and empowering them with the freedom to personalise and control the assistance that aids them in pursuing their goals. These goals may include employment services, access and involvement in the community, personal care and therapy services, and essential equipment, just to name a few.

The NDIS’s lifetime approach means investing early in people with disability improves their outcomes later in life. The scheme also provides people with disability, their family and carers with access to information and referrals to existing support services and resources in their community.

Changes to NDIS in WA

On December 12, 2017, the WA Government and Commonwealth Government announced Western Australia will join the nationally delivered NDIS. This change means the bi-lateral state-delivered WA NDIS agreement initially signed in January 2017 will be replaced by a new agreement and a phased transition to NDIS will be rolled out on a geographic basis across WA from April 2018, planned to be completed by December 2018.

Eventually, there will be only one NDIS delivered by the NDIA across all states and territories of Australia. This welcomed and positive change gives greater consistency, certainty and simplicity for all NDIS participants, families, carers, advocates and providers involved in the NDIS.

What this means for WA NDIS clients

From April 2018, people already participating in WA NDIS will be transferred in a phased approach to the nationally-delivered NDIS, with the transfer concluding by December 2018. Participants transferring from WA NDIS will be contacted by the West Australian Government by letter and advised of the next actions they need to take.  To learn when your area will transition call the Department of Communities on 1800 996 214 or contact your Local Coordinator.

Who can access the NDIS?

 For new NDIS clients, the nationally-delivered NDIS will be available from 1 July 2018 based on where you live. To find out where and when the NDIS will be available in WA, visit the Geographic Roll Out in Western Australia page.

In the meantime new clients can still get on board under the WA NDIS.

To become a participant, the person must:

  • Have a permanent disability that significantly affects their ability to participate in everyday activities;
  • Be under the age of 65;
  • Be an Australian citizen or permanent visa holder (or Special Protection Visa), and;
  • Live in Australia where the NDIS is available.

Even if the person does not satisfy the requirements to be an NDIS participant, they can still receive assistance from the NDIS. The scheme also connects people with disability, their families and carers who are not participants, to both disability and mainstream resources and services in their community.
